I think it is right to look at responses that are far away when they are applicable to your solution. I think it might be difficult to avoid seeming critical of the local situation, but it can help inform your audience about the steps that they might take to help improve their own community. I think the context of the story is important to consider. I think it would be useful to do a solutions story covering a far away response for an issue like how people can improve their recycling habits or energy consumption, but maybe not for an issue like how hospitals in large cities are responding to a similar issue that is happening in a much smaller city with a hospital that has less resources.
