For a start, "robust" might be a tall order. Perhaps, a good way to start is to look for a recent issue or problem that hugged the headlines but ended up unsolved. If a solutions story can be initiated on this (in parts, or a series, maybe); if it proves to catch the reader's attention, surely it will catch the editor's and the publisher's attention.
